Training local workers and supporting migrants to fill green jobs gap could contribute $280bn to city economies by 2040
September 25, 2025 Source: C40 Cities Date Published: 09.25.2025 A new report from C40 Cities, the Climate Migration Council, and the Mayors Migration Council projects that by 2040, almost half of all jobs in construction, transport, and waste management will be green jobs. Without action, up to six million positions could remain unfilled, limiting both climate progress and local economic growth. The report identifies two solutions: training existing local workers and removing barriers that prevent migrants from accessing training and employment. Case studies from Philadelphia, Amman, Freetown, and São Paulo show how inclusive workforce programs can meet labor demand while also advancing equity and resilience. With the right investments, cities could unlock $280 billion in economic opportunity by creating a workforce that is both skilled and inclusive, ensuring the benefits of the green transition are broadly shared.
