NYC Pension Funds To Invest $4B In Affordable Housing

This more than doubles their prior $2.8 billion housing exposure (as of 2025) and targets development, preservation, and office-to-residential conversions following recent rezoning reforms. The first $1.25 billion includes $750 million for mixed-income housing and conversions (pending approval) and $500 million to expand a rehabilitation program with long-term, low-cost financing. While the pension funds have helped create or preserve nearly 199,000 affordable units since the 1990s, past investments highlight risks: a 2013 post–Superstorm Sandy initiative included $300 million in a fund managed by Related Cos., which was expected to generate 9%–12% returns but instead produced losses exceeding $127 million due to project underperformance and market challenges. Although these losses did not impact retirees because of strong stock market gains, they underscore the financial uncertainties tied to large-scale affordable housing investments.
