New York Law Journal: New York City Zoning for Carbon Neutrality
July 05, 2023 by A discussion of the newly introduced Zoning Resolution Text Amendments, which are part of Mayor Eric Adams’ “City of Yes” proposals for carbon neutrality The article addresses the siting of renewable energy and battery storage projects throughout the city and covers practical implications of the text amendments, including potential roadblocks for their enactment and how this will impact state efforts to transform the electric grid. The “City of Yes for Carbon Neutrality” zoning text amendments (COYCN) have commenced the public review process, led by the City Planning Commission (CPC). This initiative aims to implement several citywide modifications to the Zoning Resolution. These changes will remove obstacles hindering high-performance building retrofits and decarbonization retrofit projects, while also facilitating the integration of solar energy, wind energy, electric vehicle (EV) charging infrastructure, and energy storage systems.
