The Historically Black Neighborhoods Assembly, a chapter of the Louisville Tenants Union, is advocating for the Historically Black Neighborhoods Ordinance. This ordinance proposes that any development seeking public subsidies or resources in designated historically Black neighborhoods must first demonstrate that it won’t displace current residents or businesses. This measure aims to counteract the effects seen in previous projects like the HOPE VI redevelopment of Sheppard Square, which, despite promises, displaced many longtime residents while adding unaffordable market-rate units.
