Redevelopment of Public Housing: The report highlights the urgent need for innovative financing to address the deteriorating conditions of public housing in the U.S. Public housing authorities (PHAs) face significant capital needs and funding gaps, with federal allocations covering only a fraction of the required costs. Traditional funding sources, such as HUD grants and low-income housing tax credits (LIHTC), are insufficient and often restrictive.  Some PHAs have turned to complex financing strategies, including Section 8 conversions and leveraging Moving to Work (MTW) status for greater flexibility.  The MTW program allows agencies to pursue locally determined activities that aim to increase the agency’s cost effectiveness and the self-sufficiency and housing choices of households.  The report emphasizes the importance of resident engagement in redevelopment plans to ensure community needs are met.  Despite these efforts, PHAs continue to navigate economic challenges like inflation, high interest rates, and supply chain issues, which complicate redevelopment efforts.
