Can Redevelopment Save Richmond’s Dilapidated Public Housing?
May 18, 2023 by This article highlights the state of affordable housing in Richmond, Virginia. Public housing sites have endured years of substandard living conditions, including burst pipes and inadequate appliances. Despite these challenges, residents value the stability of public housing and hope to see resources expanding for more affordable housing. Gilpin Court, Virginia’s largest public housing complex and among the oldest in the region, faces extensive disrepair, prompting the Richmond Redevelopment and Housing Authority (RRHA) to pursue a major redevelopment effort. Led by CEO Steven Nesmith, RRHA aims to transform Gilpin Court into a vibrant mixed-use community with improved amenities and housing options, aligned with broader city revitalization goals. RRHA was inspired by an initiative started in Montgomery County. Officials there established a revolving Affordable Housing Opportunity Fund to begin expanding the county’s public housing stock. The initiatives in Montgomery County and Richmond reflect a national trend to replace aging affordable housing with modern, mixed-income developments, and improve living standards for low-income residents across the country.
